There are many reason's why couples might choose to use a photographer outside of the area they are getting married, such as:

In tourist places there maybe a lack of experienced photographers
In peak seasons there may not be sufficient photographers available
In cases where there is not alot of competition, suppliers can charge a premium
In some cases it can prove to be cheaper to fly a photographer in from the closest city to the destination wedding than hiring a local photographer, ie. Brisbane is only 2 hours flying time from Vanuatu versus 5+ hours from Perth, so it can be cheaper to fly in a Brisbane photographer over a photographer from the west coast or other eastern states. It can also be cheaper to fly in a photographer and pay a few night accommodation than the local photographer charging a premium. I recently discovered this in Vanuatu because the 10.10.10 was a popular date to get married so the 3 local photographers could not cover all the weddings on the many islands of Vanuatu.
Communication - its easier to communicate specific details with someone from your own or english speaking country than a local
Style - in countries such as Vanuatu where they are not exposed to current trends or have different ideas, their photography style may not represent the kind of photography you like
You may simply just love a particular photographers work and choose to take them with you
Usually because destination photographers fly in before the wedding day, they have the opportunity to do a location scouting trip to familarise themselves with the area, so the fact that haven't photographered there should not be a problem for an experienced photographer as a good photographer should be able to think on the run.
but there are many reason's why couples use destination wedding photographers, so don't discount a photographer just because they aren't local.
